Can't download nova skin resouse pack editor

whenever i try to download the texture pack editor it works but when i try to but a new texture on it says that i need to download it again. PLEASE HELP

Same with me. Finish installing setup but then it says to download resource pack manager. whenever i click to download it, it sends me through the whole cycle again.
